Highway rules aren't that strict compared to rules here in the US.
I have seen people drive without their seat belts and they don't obey the speed limits.. the cops don't do anything. Unless you find a cop that actually does his job.
Most countries outside of the US have very efficient justice systems where you have access to an on-site courtroom where you can pay your 'fine' in cash and be on your way.

Arroyo orders destruction of smuggled luxury cars (3:12 p.m.)
PRESIDENT Gloria Macapagal-Arroyo ordered Friday night the destruction of smuggled luxury vehicles intercepted recently by the Presidential Anti-Smuggling Task Force (PASTF).
Presidential Management Staff (PMS) chief Cerge Remonde said Saturday the move aims to send a “strong message” to smugglers that the government is serious against smuggling.
He said the cars to be destroyed include expensive sports cars from Europe such as Lamborghini and Porsche.
Remonde said Arroyo was irked that smuggled vehicles that are intercepted and auctioned off eventually end up in the hands of the smugglers again yet Arroyo also rejected suggestions that smuggled cars be sold to film outfits as props.
You'd think they could at least sell the cars and use the money for something useful, if even just to pay for the anti-smuggling program. Destroying them serves no purpose.
i use to live in the philippines. because my dad was posted there. when he worked for the u.s. government. he was the consulate at the embassy. i just visited 2 mos ago actually. and i have to say that the philippines is really an awesome place. during my visit i seen two ferraris. but when i lived there i only seen a handful. i live in l.a. now, so ferraris are frequent here. when we lived there, my dad imported a honda accord station wagon (i know, i know) but it was cool, cause he was the only one there that had it! the deal to import cars there is they have to blue book your car, and charge that amount of how much your car is worth. so say you bought your car for $30,000 2 years ago in the u.s. and you want to take it to the philippines today, they have to blue book it today and if its blue book value is worth $20,000, that means you have to pay $20,000 in order to get it in to the philippines. so in a nutshell; an imported brand new murci there would cost half a million dollars. get it? yeah, no speed limits there and believe it or not, traffic accidents are rare. great place to live. they do have a ferrari dealership there though. and i think its cheaper than legally shipping one to yourself from overseas

My mom and dad travels there frequently to manage their business.
Its definitely a great place to live in. Good weather, nice beach with tons of hot women (yeah Dave, be jealous! ), it has the 2nd biggest shopping mall in the world, you have a driver, a maid, a cook, etc..
We looked at exotic car prices and here are the prices they gave us.
Ferrari 599 - Php 38M = $840,522.01
Ferrari F430 - Php 24M = $528,797.43
No wonder why there are smuggled exotics in the Philippines.
